Final Fantasy 7 Rebirth development is thought to have been ongoing since before production wrapped up on 2020's Final Fantasy Remake for PS4. Square Enix has since launched the Intermission DLC, and Final Fantasy Remake Intergrade for PS5 and PC. Producer Yoshinori Kitase acknowledges that the three year wait has been tough, although he believes the end result will be worth it: "Three years may feel like a long time for all the fans who are eagerly awaiting the next game, but we want to offer the best experience possible and reassure everyone that development is proceeding at an astonishingly fast pace for such a large-scale HD title."
Sakaguchi was responsible for writing the initial plot, which was quite different from the final version.[54] In this draft for the planned SNES version, the game's setting was envisioned as New York City in 1999. Similar to the final story, the main characters were part of an organization trying to destroy Mako reactors, but they were pursued by a hot-blooded detective named Joe. However, being less blown away by its tricks and effects, the game feels imbalanced today: Strong emphasis on a story - which is told in an incoherent way. Tons of mini-games and short action sequences - but they suffer from clunky controls and often lack balance and pace. An abundance of items, equipment and magic, and an interesting concept of how they interact with each other - yet most of it is utterly useless in battle. Still a great game, but I have to admit that the appeal for me is nostalgia and technical fascination. It does not hold up as well as the older Square greats like FFVI, Secret of Mana or Chrono Trigger, which I believe I would enjoy if I played them for final fantasy vii the first time today. With FFVII, I am not so sure.
Shortly after the first trailer was revealed, producer Yoshinori Kitase confirmed the remake series will be a trilogy. Kitase shared this news and how it impacted Rebirth on Twitter, writing:

The party chases after Aeris and Sephiroth, and when they find her praying on an altar at the Forgotten City Cloud is almost brought to kill her by Sephiroth's control, only being snapped out of his thrall by the intervention of his comrades.
There are five other examples of audible vocalization in the game: in the FMV sequence when Midgar's Sector 7 plate is collapsing onto the slum underneath, the slum's residents give a frightened scream. At the end of this sequence, President Shinra observes the chaos below from his top floor office in Shinra Tower listening to opera music. In regards to Intergrade, Siliconera praised the focus on Yuffie's story even if she comes across as annoying due to her younger personality but felt her relationship with Sonon improved it. Besides the new minigame, Siliconera praised the improved graphics from Intergrade.[144] Enjoying the option of playing directly with the sidestory, Destructoid found Yuffie instead likable to the point of coming across as realistic and enjoyed her own style of gameplay.
Apathetic to the cause, Cloud initially fights for personal gain, and for the promise he made to childhood friend Tifa Lockhart. Cloud eventually joins forces with many others to save the planet, which is threatened by Shinra and Cloud's nemesis Sephiroth, and discovers a reason to fight for a cause other than his own.
